The analysis has determined that only few cities have capacity to mobilize more funds and implement the projects, in addition to the financing needs for infrastructure development. For example, only 29 small towns and 4 Integrated Urban Development Project (IUDP) municipalities are receiving financing from the Government of Nepal to implement water and sanitation projects.
There is a need to develop the technical (in terms of planning guidelines, such as the guidelines for integrated neighbourhood approach for example) and financing capacity of city-level frontline workers and policymakers in municipalities in Nepal in order to allow them to develop better and context-specific plans, and to better mobilize and manage funds.
